I am a lawyer and a University professor with a PhD in Public Law from the University of Paris I Panthéon-Sorbonne. I am well-versed in Administrative, Constitutional, Comparative (Anglo-Saxon and Civil legal tradition countries) and International Law academic research and professional services. I am interested in Health Law, Energy and Environmental Law, Emergency Law, Insurance Law (e.g. Risk Management), Immigration Law and Human rights.

I am a Practice Lawyer at Madrid Bar (Spain) on civil, criminal and administrative matters since 1999, with a very successful track record (both in litigation and settlement).

I am the former Director of the Center for U.S. and Mexican Law at the University of Houston Law Center, and former Executive Director of NACLE (North American Consortium of Legal Education).

Former Professor at the Complutense University of Madrid Law School (on Administrative Law; Introduction to French Public Law; Civil Servants Law; and European Union Law), and at the Instituto de Empresa Business School (on Legal Issues in Global Business and Finance, and Law and Biotechnology). Also, Associate Professor of Public Law, at the University of Pau et des Pays de l’Adour (UPPA) (on European Law and Human Rights; State Land Organization in France and Spain: a vertical dimension; Social Human Rights; Gender Equality Principle; European accession to the ECHR; Alternative Mechanisms for Conflict Resolution and Administration; Conditions for Admissions of Appeals applications to the ECHR, among others).

I have initiative, very good research and analysis capacities, strong negotiation skills and commitment in building consensus and excellence in a variety of settings.

I am the author of a book, have edited several ones, many books’ chapters and essays related to Public Law, published in France, Mexico, the United States and in Spain.
